Serious boot problem!

Alright here is my problem. A few days ago my computer would completely lockup and I would have to reset it. But when I did, the mobo would post but it would not find any of my drives and then it would get to the point before it verifies DMI Pool data and types "LI" then it dies. This "LI" looks just like the start of LILO for Linux, but this is a brand new hard drive with only Win98SE installed on it ever. Sometimes during this lockup, I would here the hard drive making an unhealthy sound, so I assumed that the hard drive was going bad. I put in a brand new hard drive in and did a clean install of Win98. It is still doing it once and a while now. I have no idea what it could be. I have many extra fans in my case and have never had a problem with heat for 1.5 yrs.
Please help me.

The only thing that I can come up with is the power supply. Would it be possible for a dying power supply to cause a problem like this?
