SDRAM is equipped with an EEPROM that contains data regarding memory timngs. The mother board uses this data to correctly configure itself. In your case either the motherboard is screwed up and can't read the data or the data is corrupted. Use different memory to see if the problem goes away. Worst case you will have to set the memory timings manually in CMOS.
