Sending ringtones and graphics to cellphone.

Is there a way I can SMS my custom ringtones and graphics to my cellphone? I know you can goto websites and pay and they send them to your phone, but is there a way I can send them to myself off of my computer to my phone? I ask this because I have custom made sound files and pictures, such as family pictures.
