I would consider USPS Registered mail ... everyone that touches the package must sign for it. It would be slower but then again the chances of it actually being delivered is best.

My mom works as a carrier for USPS and over the years I have heard her talk about registered mail, describing the many extra steps that a carrier must follow with it throughout the mail system. I also remeber her telling different stories of how priceless items were sent registered.
