actually he did commit acts of war agaisnt iraq. intelligence reports showed they were ineffective. he gave iraq the same treatment as al queada, lob a few missiles and forget abut it.

clinton even cited "existing UN resolutions" as authority to do so.

Seems they were effective enough to convince Sadam to dismantle his stockpile of WMDs
