1996 telecommunications act. Goverments must be allowed to be able to access (microphone, co-ordinates, etc) any mobile telephone even when it's off. The only way to prevent this is take out the battery. Notice more and more smart phones nowadays don't have removable batteries? IMO, this legislation needs to be repealed first.

People bought this bogus legislation because when it was released, they hyped the fact that any american mobile phone is supposed to be able to dial 911 regardless if it is activated.
