I have talked with my friend who is in the military and with people who worked for military contractors. The reason these budgets are getting so crazy out of hand is very simple. If a supervisor does not use all the money allotted to his/her project, base, etc. then next year his/her budget is cut. No one wants their budget cut so they spend all the money they are given every year, even when it's huge overspending..

Reminds me of the post office, printing plenty of unique elvis and micheal jackson stamps no one buys to ensure they use their allocated funds.
