I'm looking at the v2000z compaq laptop, vs. other cheap celeron based laptops. is there a real difference in performance? im looking for a laptop for my parents, just for basic web stuff / email, etc. after rebate the v2000z is $400. i've seen other similarly priced celeron based laptops. what do you all think?

Celeron M is decent, not a heat-lamp turtle like the P4 celerons.

For a momputer either the sempron or celeron should be fine, look at memory, disk space, screen size, price to choose between models

I'd go for the Sempron. At least you can tweak the processor speed manually that way, and change voltages, etc. Celeron M's won't let you; they run full speed all the time.

If price is an issue just go with the cheapest one. Avoid any P4 celerons though as DaveSimmons hit the nail; I just got a notebook based on the Celeron M 380 because cost was my biggest factor and it works fine. I haven't done any gaming, nor do I plan to, but when I tossed an extra gig of ram to bump it to 1.25gigs everything became silky smooth insofar as having a thousand windows open :)
If you aren't interested in gaming or doing heavy simulations, I would probably look at cost being the main factor, unless the build quality is simply shoddy...but if you were really inerested in gaming, I doubt the processor would hold you back as much as the videocard and you simply don't see a 6800Go paired up with any "lower tier" processor

Generally, the Celeron M's are a better processor then the Semprons.

but I'd still compare the rest of the specs to see which lappy i would go with (although I have no interest in laptops)

Celeron-M will kick a Mobile Sempron clock for clock easily and beat it in power consumption tests. Look for AT's budget notebook review for some benchies.

Ironically, it includes the model you're looking at. I'm assuming you're comparing the Compaq V2000 and V2000Z (Sempron model). From the review, the V2000 (Celeron-M based) matches or beats the V2000Z in every benchmark and has longer battery life at the same price. No brainer here.

On a Compaq laptop? How do you do that?

really...? i never heard of that. i thought that if you get a program called "centrino hardware control (now called notebook hardware control)", you can change the voltages of the cpu while in powersave or max performance mode or whatever mode...
