Recently I did a budget build for my brother-in-law and I installed a Sempron 2400+ on a Biostar M7NCG-400 uATX mobo and I used the stock cooler with the stock TIM pad. It ran very quietly (like my far more expensive Alpha PAL/Vantec Stealth) with an idle temp. of about 42C on average. After 12 hours of Prime95 blended test the temp. was hovering around 50C. That's definitely very adequate cooling and unless you are going for insane overclocks with high Vcore settings it is plenty good enough for heavy usage (gaming, etc). Basically, if the cpu an run at 200MHz at stock Vcore (or even a few bumps up) then the stock cooler ought to be sufficient for you.
