Sempron OCing refresher

Smoeone help me out cause I've been out of the loop for a while. I'm building my wife's 15 year old cousin a new computer and I'd like to show him how to OC. I know my Athlon MP isn't locked but are the Semprons? What's better Sempron or MP?

semprons are locked, a64 based semprons are better

You could always overclock via the FSB, unless the kid has a mobile athlon xp, that's most likely how he'd have to.
