I have a Sempron 3000+, a biostar nforce3 mobo, and corsair value RAM. In the mobo's bios, i can raise the CPU overclock. I have it at 1.99 Ghz now, up from a stock of 1.8. Is this safe to do? I'm running prime 95 now and no problems. My temps peak around 40 under full load from prime, im guessing that's fine.

My voltages are 3.2V on the 3.3, 4.95 on the +5, and 12.16 on the +12. Are these okay as well? i dont know much about voltages, but i figured SiSoft or Speedfan would tell me if it was dangerous.

Anyone have similar components to these? How high can they safely get? Just looking for some input for a newb overclocker.

The CPU can probably handle quite a bit. My 1.8GHz A64 is pretty happy at a quiet 2.4GHz and faster if I crank up the fan speed. After about 220-240MHz HTT you'll want to drop the HT multiplier one notch, to 3X/600MHz (depending on how your BIOS describes it). Also, you'll need to drop your RAM speed to 166, and maybe even 133 if you're hitting really high speeds on the CPU.

Biostar is not really known for being super overclockers beyond a handful of models.
