Semi-technical question about Pearl Harbor(the movie/factual info?)..

I was just watching the Alfeck flick "Pearl Harbor" and I noticed something I hadn't noticed before. The control towers(for lack of knowledge of true terminology) of the Japanese battleships/carriers seemed to be covered in what looked like to be stuffed white pillows or something.. Anyone know what that was in the movie, or what it represented? I was thinking perhaps radar dampening? I wasn't sure if it was something true to life or set design or what. Thanks. 🙂
