semi dead psu?

So first some back story i guess. I have two monitors i use (19" Acer "square" and a 19" wide screen dell) I had had a semi broken Antec 500w (ish cant remember exactly) that got fried in a massive power surge. In a haste to get back up and running i went and got a 550w Logisys psu from a local store (only brand they had) and well things seemed to work just fine.


my pc is
4400x2
Asus A8N-premium
XFX 7900gtx
2gigs ram

Ok so now I've been using this logisys psu for about two months now and was having a problem where if i had say 3 world of warcraft instances open (just for example) periodically they would just freeze up for like 5-10 seconds or just randomly restart if it was bad. Not sure if that matters but thought i'd say that.

The problem i came here for is now my computer is telling me that (through a nvidia pop up) my gpu is not receiving enough power and has been under clocked to prevent harm to it. This is confirmed in the nvidia monitor where GPU core is 275MHz (vs normally being 675MHZ) and the GPU memory is listed at 800MHz (should normally be 1.7GHz i think)
So it is defiantly under clocked. Now I have tried both of the GPU cords on the psu and get the same error. Nothing else on my pc is under clocked or giving me any errors.

So i guess the two questions i really have are
-Does it sound like just the two gpu cords have gone bad?
-Is there any harm running off this psu for awhile?
-is it possible the freezing up when under a somewhat heavy load is due to not enough power?

Get a multi-meter and measure the voltages coming from your PSU.
