Selling OEM software on ebay?

Ebay's policy says oem software can be sold as long as it is sold with hardware right? So if i were to make an auction for Windows 98 oem and gave a peice of untested hardware with it, that should work right?

yeah, should be okay.. iv'e seen a lot of people sell it with fans and stuff, or old harddrives.
