You're correct, it would be a partial payment on the bike, I am selling my wife's old car for approx 1500. PC for 900-1000 and I have 1000 in cash. Looking at a good used 1100cc crusier.
Not to mention its only partial payment towards just the motorcycle. You also need to factor in safety riding gear, insurance, and if you had not taken the Motorcycle Safety Foundation course, it is highly highly recommended as well.
And don't forget the cost of maintenance like a car. You definitely want your motorcycle to be in the best of shape.
Edit: I guess it is way late at night for me, didn't quite read everything. But yeah a good used 1100 crusier can range from about $3000 and up to about $8000 new (I am estimating the numbers from the last time I wen't and searched.) I purchased a used Honda Sabre 2000 with about 15K miles (judging by that, I would be a second owner) for about $4800.
Depending where you purchase the bike from, prices vary greatly.
Looking at bikes sold in California compared to places around Texas and Oklahoma and it is vastly more expensive in California. Also, right now would be the most expensive time to buy a motorcycle since it is prime riding season. I purchased mine sometime in the winter/end of fall.
Edit2: Price also varies depending on how much aftermarket mods the owner left on the bike. Not to mention if down the line you do plan on making your own mods once you are into motorcycling, it can be just as expensive or even more so like PC upgrading.
