Selection box in Internet Explorer gone!

The translucent box that highlights internet links is gone since I did a full reinstall. I tried the Advanced setting of Enable Translucent Selection Box but it's still no go.

Anyone know how to get it back? I read huge link lists and it's almost impossible to keep track of where I am without it.

XP Pro, Via 694T chipset, Radeon 8500, Cat 3.2 drivers, logitech dual optical should be the relevant hardware.

In Explorer Help, it is called Highlighting Box.

This is the box that appears around a link when you mouse over it. It's sort of a light colored, faint box.

I no longer have that feature, I repaired XP and also removed IE with add / remove windows components and added it back....no go.
