seismic edge (psc705) snap, crackle and pop

Just wondering if anyone noticed the seismic edge soundcard crackles. sigh... the first one i got was a DOA and now this. Well if anyone can help i'd appreciate it.

there's no irq/dma conflicts... as for the peripherals i have which "might" be the reason, i'll list them

geforce 2 mx
linksys ethernet card
A ghetto @ss tv card i got at a computer show (haha, it's a philips tuner w/ conexant chip... just thought it'd be funny if its the TV card causing the crackling)

 
tried something new.. installed the newest drivers from philips and everything sounds like it's skipping around(mp3's and movies)... and the crackling's still there.

any ideas?
 
Even though windows isn't showing any conflicts, check if the soundcard is sharing an IRQ. Windows sometimes doesn't show IRQ sharing as a conflict.

Make sure you have "PCI Delay Transaction" enabled in BIOS, and try adjusting your PCI Latency.
