seeking mailing list software for snail mail

I have a client who is interested in starting up a mailing list for keeping in touch with their customers. I'm honestly not too familiar with mailing lists, other than some limited experience using mail merge in Word. What's the best stuff out there? This is a fairly small business, so I don't need an enterprise-level application -- just something for a thriving photography studio to use to send out promotions.

Open source/free software is as always extra appreciated, but I could really use any suggestions to get me started on a proposal for these folks.

Well I have had a lot of experiance with mailing software for postal regulations. I used Mail Manager which I think still uses Dbase as its engine. If not you may want to push for an MS Access.
