Seeking a Pocket recorder w/ timed interval recording

requirements:
. USB transfer capability (preferably compressed)
. programmable timed interval recording for X amount of time w/ time stamps
. record at least 60 minutes of digital audio (voice - high bitrate isn't important)
. less than $50

anyone? :0)

Also - any recommendations of the best audio format to compress voice? filesize is important.
