Seeing horizontal lines on LCD monitor

I see these faint large horizontal lines on my LCD screen (I used the auto adjust button to try to autocorrect his but to no avail). I've been using a program called LCDtest and I ran it on one of my monitors, click autoadjust and it improved the picture a bit then I ran it on my second monitor but it's still not been able to fix this horizontal lines movement thing I've been seeing. It looks like as if I can see the monitor refreshing which is quite irritating.

Autoadjust doesn't always work, it's sometimes a crapshoot.
