I'll be extremely pedantic here. The law didn't change. The Department of Transportation's rule changed. Basically, since the rules were being abused, they reinterpreted the law and created a different set of rules. Now, with the new rules it is mostly up to the airlines to decide. And since people were abusing the concept of emotional service animals, most airlines decided not to let them fly.
