No, it's my contention that current education standards rely upon independent study to yield results par with the past, vernacular aside.

On what do you base this conclusion? Regardless, hasn't the foundation of education been built upon independent study sine the days of Aristotle?
 
I don't believe any school district in America would hold education standards of what you posted. Where did you get this piece of rubbish? 😉
 
What were the principle subjects taught in a school in 1895? Reading, Writing, basic Arithmetic.

No computers, no physics, no chemistry, no biology, no calculus, no geometry, no drama, no wood working, no auto shop, no PE, no art, no photography, no foreign languages....etc.

If I was taught reading, writing, and basic arithmetic every day of school my entire life I could pass that no problem. It's not that our education system has become poor, it's that it has become diversified by the evolution of life.

It's not an urban legend, at least what I understand from Snopes. All Snopes is saying is that it doesn't prove our education system has gone down the toilet since the 1870s. They never counter that the exam never existed.
