I need to secure a 4 foot 2x4 to a brick wall (technically two 2x4 to two walls - one red brick, one cinder block)
It will not be carrying much of a load - just one end of a small fence.

I assume just some masonry bolts? And get a masonry bit to drill the holes?

Bolts and anchors should do it. I would be leery of trying redheads in cinder block, just regular plastic or lead anchors. If you have/can borrow a hammer drill, it makes drilling the holes a lot easier.

You might get away with Titian screws or Tap Cons. Sounds like most of the load will be sheer.

Use a treated board. Set it on the ground to handle the weight so that the anchors are only for side to side movement. Put a piece of a shingle or similar under it to aid in water and insect deterrence.
