Secure Sites Won't Load

My dad uses MSN dialup internet and recently any "https://" sites stopped loading. Those sites won't load in the MSN browser, IE5, or FF2. I've done some investigating and some sites suggest the SSL DLL's could be corrupted (if that makes sense). My dad would like this fixed because he can't check his email without fixing this.
 
Did he install a firewall recently? Ensure that port 443 is open, and if it's a cpanel server serving the webmail, make sure 2096 is also open..
 
1) make sure the date / time is set correctly.

2) go to start > run and enter each line individually. restart and test.

3) does he run Norton Internet Security? try reducing the security settings or disabling it completely. you may end up having to reinstall it...

edit: if you go into IE > Help > About, what is the ciper strength set to?
