Sector/Byte level copy software for Windows

Hi,
Are there any sector/byte level copy software for Windows? I need to write an ISO image directly to a USB device. I've tried dd in cygwin but it treats the device as a directory rather than a physical drive. Other software I've come across needs to be in DOS mode to do this.
