I use subtitles from time to time. I couldn't figure out, however, why they suddenly started showing up on all my movies. Even more bizarre they seemed to get turned off by themselves. After a call to Netflix where they couldn't find a way to turn them off in Accounts I did some googling and found the answer. You need to watch any title for about 5 minutes with subtitles on or off to change the setting globally. Since its easy to find the on/off setting for subtitles on any title, that's how you do it.

Seems bizarre they just don't put a setting in Account to change it easily.

Go figure.
