Secondary video display question

I'm trying to use my PC as a HTPC as well as for regular tasks such as running Office, web surfing, etc. I have a 128 meg ATI 9800 Pro video card and I want it to use my TV as a secondary display device so I can use different settings than my primary display which is a VGA monitor. I've hooked up the card to the TV via the s-video port and the s-video to composite adaptor included with the card. I can see Windows desktop and output from other programs on the TV with no problem. But when I click on the icon for the secondary display which is labeled "2" in the Display control panel it says that the secondary display is not active. If I double click on the "2" icon I get the properties settings which does not seem to have a way to activate the secondary display. When I click on the Identify button in the Display control panel a big "1" flashes on both the the VGA and the TV displays. If I'm not misunderstanding the docs, the "1" is supposed to appear on the primary display and the "2" on the secondary display. So I guess what I'm asking is how do I activate the secondary display?

System specs: 3.2 ghz Northwood CPU, Intel 865 PERL motherboard, ATI 128 meg 9800 Pro video card, 1 gig PC3200 ram, Windows XP SP1.
