Secondary HDD consistency error

One of my secondary drive partitions had a consistency error. I had Windows run a CHKDSK. Now, I cannot access that partition (gives me the error "Location is not available E: \ is not accessible. The parameter is incorrect.") The other partition on that drive works fine.

Every time Windows boots, it does a CHKDSK of that drive, to no avail of fixing the issue. I'm at a loss and would like my files back...

Running Win7 Home 64.

I've used it before and it did recover a partition. Sometimes partitions just go poof.
