Throughout movie history, the British/English accent has been perfect for villain roles. What accent is 2nd most villainous?

My friends and I were watching "Sky Captain and the World of Tomorrow" the other day and another friend walked in during one of the early scenes.

"Who's that guy? I he good?" (referring to a guy speaking with a thick Germain accent)
"Of course not. He's got a German accent. It obviously means that he's evil. That's like the henchmen fighting the good guy. They probably don't know or care that they are bad, but they are henchmen... so that automatically are."

German. No matter what you say with a German accent it always sounds like "We will conquer Europe!!"

Least evil accent: Jamaican. It's impossible to sound evil with a Jamaican accent.
