Second *fdisked, formatted* hard drive will not show up alongside my other hard drive, what's wrong?

Ok, my setup has always been:

1 -20 GB hard drive partitioned into 2 partitions: 1 -12 GB partition and 1 -6 GB partition.

So, i had this old 15 gig hard drive laying around, and i decided to throw it in there since i needed the extra space. So i throw it in (the drive is formatted with FAT32 btw, and is empty), and it is recognized by the bios, but once i boot into Windows XP, the drive isn't in My computer. My main partition is formatted with FAT32 as well, so i don't know what else could be wrong. Did i setup the 15 gig drive wrong? I made it a primary partition, then formatted with FAT32. Could it be that it's not supposed to be the primary partition? But if it's not the primary, i couldn't make it an extended without a primary partition present. HELLLPPP.

administrative tools...computer management..."disk management"

does it show up in there?

if so, i'd suggest re-formatting it using that disk management...just right click on the drive and choose format

My first thought is to check your jumper settings on both drives, i.e. master/slave. I've also had a couple of bad IDE cables in the past.
