Downtown is tough - any time of the day and any day of the week. You'll have much better luck parking in belltown, 4-10 blocks north of downtown.

And it's still early, and there are no festivals or parades I'm told. Not to mention there are always a few tourists as well that don't realize that '30-minute only' etc, parking signs aren't in effect Sunday. There should be something not too far away from the market.
