Everything shut down Wednesday in anticipation of snow. It didn't wind up snowing in Seattle, weatherman was wrong, but some of the outlying areas got enough to stop stuff. It snowed yesterday and everything shut down, including colleges and non-essential hospital stuff (my housemate works at Children's, was told to stay home.) Lots of people are staying off the roads today even though it's clear and not icy. It's supposed to snow sometime this weekend and makes Monday work possibly iffy.
Seattle isn't equipped with much snow moving equipment, people don't know how to drive, and the fluctuating weather makes for icy roads, so going out when it snows is actually quite hazardous, even if the conditions alone don't seem to be so. That's why a little snow shuts the whole city down.
