Seatbelt locked

I got a new seatbelt cylinder for my car. When I try to extend it out, it will not. It is locked. I just got the thing new. How to unlock the seatbelt?
 
Look for a tiny hole where you can insert a very small Phillips screwdriver. Some seat belt cylinders have a release button that just requires you to push the small button.

Thanks. No luck though. I even peeled off a sticker to see if there might be a release underneath.

The part was new, never installed. How could this have happened?

pics of what you're talking about? Seatbelts retractors are designed to move only if they're in the correct position and orientation. The idea is that if a car is upside down, it will not release the belt. If you're talking about a retractor, you need to hold the seatbelt retractor upright and correct angle in order for it to spool and release freely.
