Here is me system.
Gigabyte K8ns MB
Athlon 64 3400+
ZALMAN CNPS7000A-Cu Pure Copper CPU Cooler
1gb Value Select ram
Radeon 9600 (Fan-less)
TV Capture Card
10,000RPM WD Raptor
WD 250 GB HDs ( X 2 units)
DVD reader
DVD Burner
Multi Port Digital Camera Card Reader
Standard Diskette
120mm fan (X 2 Units)

Ok that's every thing i can think of that is sucking up juice. I want to get a Seasonic Super Tornado, my computer is on ALL THE TIME, so i would like to have something to be as friendly as possible on my electric bill.

In the future i might be adding a cold cathode or two and maybe one more 120mm(or smaller fan).

Would their be a difference in energy consumption between the three wattage's if put in a system with the same specs? The only reason i ask is because the PSU has such high efficiency

What wattage do you suggest i get??

Go for 400W. I have one and it is great. It will be future proof as well

I have:
GA-8PE667 Ultra
P4 2.66Ghz /w stock fan
Radeon 9700 pro
TV capture card
Audigy
3 160GB HDs
1 DVD reader
1 Burner
2 120mm fans

Although you have a faster processor, you can see that my system is very similar. The PS works like a champ and it is very very quiet and cool to boot.

you have a decent amount of stuff. the 400 should be fine. the efficiency of each is 78-80% i think. i've read that they reach that at higher loads, only about 76% at very low loads..which is still way above average. silentpcreview.com has some stuff on it, nothing to the level of detail you'd need. without knowing exactly how much power your system will you u don't have much of a starting point though. seasonic ratings are very conservative though.
