searching death records

do anyone know if death records in general are public records or not? The reason i am asking is i am planning on search for lost relatives who are dead and the only people that would be alive right now is there children and grandchildren
 
I know that ususally all newspapers are archived ... and the newspapers have those obituary things in them, so if you know the city, you may be able to search some index somewhere on obituaries to see if the person is dead .... this is my only guess, and it would probably involve a LOT of time and work.
