Seagate HD (40GB) not detected on warm reboot

Folks,

I have a Soyo Dragon + with Athlon XP1800+, running XP.

On the IDE0 channel, I have a CDRW.
On the IDE1 channel, I have a 20GB as master, and 40GB as slave.

For some strange reason, when I warm reboot the system either
with the reset button or thru the OS, the second disk does not get
auto detected. However, when I turn the machine off and on again,
all disks get detected, and everything works fine.

The 40GB disk is currently partitioned and formatted, but is empty.
Is it going into some power-save or sleep mode?
Or is it just a bad disk?

Please help
