Seagate Cheetah X15 spins up, then down

I recently won a 9.1GB Seagate Cheetah X15 (ST39251LC) on eBay and tonight I decided to try it out for the first time. I'm using an external enclosure I made from an old external SCSI CD-ROM and a bay cooler. Normally, when I set one of my SCA drives in this thing and turn on its own power, the drive won't spin up until I turn on the computer, provided it's terminated properly.

All my IBM UltraStars behave this way just fine. However this Seagate will spin up for a few seconds, then die down to nothing. It will do this intermittently. I tried to format it with my LSI U160's BIOS and the attempt failed. I have another of these drives, an ST39251LW (68-pin version) that cooperates without issue. What can I do?

EDIT: Forgot to mention, this is an OEM drive made for IBM. It says IBM on the label, and in my card's BIOS the drive is identified as IBM-PSG ST39251LC. Further to the right of that are the characters #!B833.
