I just installed an Adaptec PCI-X SCSI controller into my machine to support a 10k rpm drive, and was able to get everything all nice and running --err, except for one part that is.
It seems that the power draw of a SATA hd, an IDE hd, the SCSI card, the SCSI hd, a PCIe 7900GS, a DVD drive, a PCI USB, and a PCI Firewire are just a tad too much for the system to handle; with the SCSI drive installed, the PCI USB ports don't work properly. (Onboard ones are fine.)
Does this sound like a PSU issue (currently, I have a 550w) or a MB issue? I'd immediately assume PSU except for the fact that this MB (a BioStar NF4-4XA7) hasn't proven to be a particularly robust board.
