scrolling issues with new LCD monitor. Did I get a bad one?

I just got a new samsung 731b LCD monitor. My first ever lcd. It seems to scroll text slow,kind of sluggish and distorted.

For example, say I go to cnn.com and try to scroll down, with the mouse wheel, the text moves sluggish. it's even slower if I click on the up or down scroll arrows. it behaves this way with other websites too. I don't play games so I don't know how those would look.

Is it supposed to be this way or should I return it.

Ps I'm running it at it's native resolution. I'm also using the igp of my mobo, not sure if that matters with jsut web browsing.
