scrollbars in mspaint

If I have an image in mspaint that takes up more area than what is viewable in the program window and then try to draw a selection box, for some reason mspaint will not automatically scroll to the right so I can select a part of the image that is out of the viewable area. Is there any way to fix this?

I know I could just zoom out until the whole picture fit inside the viewable window, but then I lose precision.
 
You could use the scroll wheel while dragging the selection box to scroll, but that won't work if you need to move in 2 dimensions. As others have said, it'd make more sense in the long run to switch to a better app (personally, I've grown to love the GIMP).
