Scroll bars don't know how long a thread is

I've recently started running into this problem. As you can see from the screenshot the vertical and horizontal scroll bars are no longer aware of how long or wide the thread/page is. This is happening to me intermittently and in no particular pattern. I can open one thread and it does it, go back to it later and it doesn't.

Huh, that's new. I can't say I've encountered that one, at least on FF.
 
I'm having this problem now on my work computer which also uses Chrome on multiple websites. Looks like a glitch in Chrome.
 
Hrm. I use Chrome at work and have not run into this. Admittedly, I probably do not browse as many pages here on the forums as others.

Are you perhaps running any Chrome extensions that might be causing this? I've never seen anything quite like that and I can't seem to reproduce this.
 
The extensions I run are Dashlane (PW manager) and high contrast. It's happening on Wikipedia and other sites and I think it is unique to Chrome. It's actually happened now as I type this post.
