Screensaver won't come on......

Hi All,
I'm running XP and have the screensaver to come on after 2 minutes of inactivity. Even though it is activated the screensaver doesn't come on. The monitor will not power down either (scheduled after 20 minutes). Any ideas on how I can troubleshoot this problem.
