Screen turns itself off, won't turn back on?

Hey guys, I have an extremely wierd problem, I have a wireless keyboard/mouse and a wired mouse, when the screen turns itself off (not the screensaver), my Dell P2312H LED screen will go into powersave mode and the computer will continue running.

I will not be able to wake the monitor with either the wireless/wired mouse or keyboard.

Here are a few things not to consider because I already tried them:
Installed newest wireless mouse drivers
Set screensaver to none
set screensaver to 10 minutes
Power plan options: turn off display in 11 minutes and sleep computer in 10 minutes (this semi fixes a problem, but when a program keeps it awake, eg utorrent, but doesn't require the screen, this problem will happen
USB/PCI policy on maximum performance


Things I haven't tried but not sure if will damage my computer
currently hard disk sleep is set for 20 minutes, if I set that to never, will my hard disk fail faster?
 
i never set my pc/hd/screen to sleep nor hibernate. if i dont use it, i turn it off.

regardless, sometimes the pc freezes completely. and thats when the screen auto shuts off and wont turn on. so i manually have to hold the power button on pc for 10 seconds to restart everything.

What if you're torrenting and it takes a day? Then I start it when I go to work and when I come back, its still downloading but I want to turn the screen on and use it. So I never set it to sleep or hibernate. I just set it to 10mins hibernate to try to fix this problem.

Isn't holding down the power button to restart everything bad for the motherboard?
