Screen tearing when I web scroll

I just reinstalled windows and understandably got that screen tearing when you web scroll too fast before you get your video card drivers installed. But now I got my drivers installed for my card and got the /resolution/refresh rate/scaling everything situated and even gamed a bit again on the same system without issue, but the screen tearing is still there when I web browse. AMD's program even confirmed I had the latest drivers for my hardware.

This wasn't an issue on the exact same system before. The only difference is I installed windows from scratch on a new SSD in my attempt to finally get away from the old spindle. What could be causing it?
 
I'm fairly sure that tearing when scrolling is normal. You just never notice much tearing at the desktop because things are pretty static. Perhaps this is a little different than what I've seen. Can you post a video?
 
I feel like there's always screen tearing in a browser (drivers installed properly). I haven't had a high end CPU/dGPU for a while... so maybe that's why. It's part of the reason I want an adaptive refresh monitor.

Could it be that you are only now actively watching for tearing? Other than that I can only guess you changed/updated browsers (/plugins?) and it's simply running slower than before.
