Screen tearing in every game and opera browser

In every game and opera browser I encounter tearing effect and little lags.
In the past i had Nvidia 8800 gt and LG monitor W2242S, connected via VGA\DVI adapter.
Now I have IPS LED 23EA63 and Nvidia 560 gt connected directly via DVI cabel and nothing changes, still tearing and lags in every game.
Enabling Vsync solves tearing, but not the lags.

Here is my config
Nvidia Gigabyte 560 1GB (drivers 332.21)
AMD FX-6300
RAM Patriot 2x2GB
MSI 970A-G43
Codegen power supply PSU 600W
Seagate Barracuda 2TB

Please help.
Should I buy AMD video card? Will it solve this problem?

Screen tearing in the browser is normal for a Windows PC. I see it all the time when scrolling and I have a R9 290 with Win 7. My Mac never tears in Safari. As for the games even with Vsync there will still be the occasional tearing. If you want a perfectly smooth image look into 120hz monitors (as long as your FPS stays lower than the refresh) or gsync.

and what about little lags in every game? it is very annoyjing in Torchlight 2, Titan quest, Incredible adventures of Van Helsing and same games.
