Screen Tearing and Stuttering in Internet Browser

The Problem:
I recently upgraded my computer with a new motherboard, processor, ram, and cooler. Since then I've noticed that while browsing the internet, videos will tear slightly or stutter and webpages as well. It's most noticeable in a video that zooms in on something or loading/refreshing a webpage. The tearing occurs horizontally, vertically, and sometimes as a box. It also happens more often when hardware acceleration in the browser is turned off. The problem isn't exclusive to internet browsers but is more prevalent. I also get stuttering on videos that are on my hard drive. Sound in the videos both on my computer and online is perfectly fine with no interrupts.

Motherboard: Asus Maximus Viii Hero Alpha
Processor: Intel i7-6700k
CPU Cooler: Corsair H100i GTX
Ram: 4 x 8GB DDR4 2400 G Skill Ripjaws V
Video Cards: R9 280x Crossfired with a 7970
Memory: Samsung 840 Pro 256GB SSD
2x 1TB Seagate Baracuda HDD
OS: Windows 10 Pro
PSU: Raidmax 1000w Gold

What I've tried:
The first thing I suspected was the browser so I tried with Chrome, Firefox, and IE all three were exactly the same. Next I tried crossfire on/off, each card in by itself, and then onboard graphics none of them worked. After that I checked for updated drivers and reinstalled graphics drives, still nothing. I tried upping the voltage on the cpu (It isn't overclocked at all) from 1.248 to 1.3, no change. I flashed my motherboard to the newest bios version (1402) nothing yet again. Messed around with my ram trying 1 stick, 2 sticks, 4 sticks in different slots, XMP on/off and once again, nothing. I checked the CPU settings in the bios and disabled all power altering options such as, turbo mode, speed stepping, and even c-states. At this point I'm starting to think it's all in my head so I used the same video and watched it on both my computer and my roomate's computer (He also has a 6700k). Zooming in on his computer was smooth while stuttering greatly on mine. I decided to keep ruling out the software, so I checked to make sure there wasn't any start up programs that might cause it and tried starting windows in safe mode with networking and the problem was still present. I have also tried 3 of the same model monitors, 1 of a different model, and a TV.

My plan now is try re-seating the CPU and if that doesn't work reinstalling windows. It's starting to drive me crazy so I'm hoping someone here might know of something that I've missed in troubleshooting. I believe it's either a problem with the motherboard or CPU but I could be wrong. Both are still under warranty but I would rather hold off on RMAing anything until I'm 100% sure that it is a hardware issue, since I'm in college and need my computer for classes.

Raidmax iscone of the lowest quality power supplies you can buy. Considering you have even run with onboard video alone, that may not be causing your issue. But if it does the same on a fresh install, swapping it is the next thing I'd try.

Thanks for the suggestion I ended up overlooking the PSU thinking it had to be a problem with one of the newer parts. I grabbed a PSU tester since I don't have another power supply on hand to try and it failed on me testing the 8-pin connectors going into the graphics card. Going to see if I can find another power supply to test but that may just be the issue
