Screen picture gets bigger when a App is opened up?

OK, whenever I open a progam or a window on the desktop my desktop gets bigger. When I close the program the desktop gets smaller. No matter wht VC I use the monitor still does this. I have a Philips 107T and a Gainward Geforce 3 Ti2 Golden Sample

Kind of like the same started to happen with my girlfriend's computer. I am not sure but I guess she needs to buy a new monitor soon.

I now it can't be the monitor it is only a couple of months old and has done it right out of the box.

Mine does same thing. 3 diff cards. Never did it before. TRhis monitor is a few months old, refurb from kds #3. I am going to get a new monitor one of these days....

The problem is that your monitor has poor high-voltage regulation. It's very common among low-priced monitors. It's probably not a defect - it's a design decision made to keep the price down. Well-regulated high-voltage power supplies cost too much for budget monitors.

same happens on my sisters NEC MultiSync monitor. Happened right out of the box. weird.

Its not strange. Even TV's do it brand new. Every monitor will exhibit this type of behaviour but to varying degrees - some hardly move a couple of dots out, others loose the geometry slightly (ie. the straight lines down the side edges of where the picture ends usually bend a little).
As Workin' said, its down to how good the power-regulation is on the monitor. You usually get what you pay for.

Image bouncing or moving in or out when you open an close a window is a classic indication of poor power supply regulation

An easy way to test this is to make the desktop black. Now open a window and make sure it's mostly white. Put it full screen. Now send it to the taskbar. Repeat this process quickly opening and closing the window. If the image on the screen changes size this is an indication of a poor power supply design and it's not adequate enough to hold the picture steady.
