My ICQ flickers ever since I installed Windows XP.

I read somewhere that the refresh rates had to be changed, do I change it to a lower rate or higher rate?
 
Go higher.

If you have an Nvidia video card (don't know about others) there is a bug with winXP/2000 where your refresh rate defaults to 60hz when you play games(cant' remember if it's OpenGL, DirectX or both). When this happens, the refresh rate will stay at 60 even after you leave the game. If you are having this problem, get Multires. You can download it on the internet. It will lock your refresh rates to whatever you want them at. There is also a fix for that bug on the internet called something like Nvidia Refresh Rate Fix, but it doesn't work with the newer versions of video card drivers.

For most people, 85hz and higher is preferred.
