Screen Flickering on one side...

I just set up a new computer for work. Its running 2000 with the ATI Xpert 2000 32meg AGP with 2000 drivers. The via drivers are installed (its a Shuttle AK12 with Duron 750). The screen is flickering on only the right side once an application is open. I have adjusted the refresh rates (but I really dont think refresh rates can be the problem..) This monitor worked fine the day before with the older (junk) computer attached to it. Any ideas would be very helpful....
