Screen flickering on desktop and in games

Hello friends, I have a problem with my setup. When Im on desktop and nothing is going on, PC is idle i have this screen flickering isue. Its like horisontal lines all over the screen. I connected monitor to another source, laptop, and flickering is gone. I connect PC to TV via HDMI and there is no flickering on TV. I even bought HDMI-VGA adapter to eliminate GPU DVI connector problems and that helped none. But when I push my CPU with Prime95, flickering disappear. I also hear a little whine, just a little, from my PC, somewhere around CPU slot. Whine disappear also with CPU on fire 🙂 Pls help me, Im going to die 🙁

Asus M5A97 R2.0
Sapphire R9 280X Vapor-X
Thermaltake 630W
monitor Samsung B2230
